Difference between land for construction and building land

Anyone planning to build a house first needs a suitable plot of land. This should correspond to the personal wishes, have a certain size and a good location. But in order for a house to be built on the dream site at all, the land must be fully developed and a legally valid development plan must be in place. Therefore, the Association of Private Builders (VPB) advises future homeowners to obtain good information from the relevant authorities about the status of the buildability of the plot.

Above all, property buyers should know what is meant by the terms "building land" and "land earmarked for construction". Plots of land that are designated as "land suitable for construction" are designated for use as building land in the land use plan of the local authorities, but there is no development plan yet. This plan provides information on how the property may be built on. A development plan specifies, among other things, the size and height of the property to be built on, the maximum area that can be built on, and the distances that must be maintained from the neighboring property.

If property buyers have decided on an area that has already been defined as building land, there is basically nothing to stop it being developed. In contrast to building land, there is already a legally valid development plan, but the property has not yet been developed by the responsible municipality. This means that the purchaser of the land has a legal right to build a house on the plot, but must wait for the municipality to develop it.
