Guide: "Problem properties - challenges and solutions in the neighborhood context".

The Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) and the Federal Ministry of the Interior (BMI) have published a new edition of the guide to dealing with problem properties. This guide not only shows the current developments and risks of problem properties in Germany, but also presents possibilities and opportunities for neighborhood development as well as for urban development funding.

As already defined in the previous edition of the guide in 2014, the term "problem properties" is understood to mean, on the one hand, those properties that are either neglected due to unimplemented structural measures and poor building condition and are characterized by vacancy and underutilization. On the other hand, "problem properties" also include properties where owners allow overcrowding and at the same time allow the property to deteriorate due to various neglect tendencies.

The guide uses concrete examples from cities and municipalities of different sizes and sizes to illustrate how problem properties affect the development of neighborhood formation and development as well as social coexistence. In addition, the guide presents different approaches to dealing with problem properties, taking into account current legal instruments, and shows which strategies municipalities want to use to counteract the neglect of properties and integrate problem properties into neighborhood development.
