Even though there are numerous state subsidies and grants for homeowners in the area of energy-efficient refurbishment, homeowners' associations (WEG) often find it difficult to implement important modernization and refurbishment measures. Compared to the implementation of renovation measures by private owners or housing companies, the implementation of measures in existing buildings managed by a WEG often takes longer.

One elementary reason for this is that decision-making processes take longer due to the need for joint resolutions. Since the measures are not implemented by the owners themselves, but by the property management company, there are also considerable delays. The study "Energetic refurbishments in condominium owners' associations" by the Institute for Ecological Economy Research (IÖW) for the campaign "WEG der Zukunft" (WEG of the Future), which is funded by the German Federal Ministry, publishes analyses and evaluations of refurbishment measures in WEG facilities as well as survey results of owners and property managers.

For example, the study presents important players in the field of energy refurbishment in WEGs and explains the motives for and obstacles to implementing measures in WEG properties. It also lists which buildings have a great need for refurbishment and which criteria are used to assess this need. The study also identifies the support that owners and WEGs would like to see in order to reduce energy consumption in buildings with further modernization and refurbishment measures and to use more renewable energies in existing buildings in the long term.
