According to a survey by the Bauherren-Schutzbund, more and more modernizations are being postponed or abandoned altogether. In August 2022, only 34.3% of homeowners surveyed with a 15-year-old or older property stated that they wanted to have modernization measures carried out. Around six months earlier, the figure was 50.2 percent.
In addition, more than half of those surveyed (54.9%) now rate the funding conditions for energy-efficient modernization as poor. Six months previously, only 44% of respondents thought that the subsidy conditions were poor. For the survey, 1,000 homeowners were questioned in each of two periods.
In this context, BSB Managing Director Florian Becker criticizes the subsidy policy and "the abrupt cut in subsidies for building renovation". It is having a direct impact on consumers' investment opportunities. "With this action, the government has pulled the rug out from under the feet of owner-occupiers with the intention of modernization in times of exploding prices and loan interest rates. Installing a heat pump now costs up to 6,000 euros more," says the Managing Director, who is calling for more money to be provided by the government and a funding framework with planning security.
