If thermal insulation measures are implemented, the homeowners' association (WEG) must almost always approve them. This applies if the common property is affected. The association Wohnen im Eigentum (WiE) points this out. The WiE advises owners to find out about the costs in advance, particularly in the case of major measures such as roof and façade insulation. It is also important to find out in advance whether a double-qualified majority of owners agree to the measures. Because only then do all owners have to pay. According to WiE, in the case of a simple majority, only the owners who voted in favor of the measures pay.
According to WiE, roller shutters and external blinds in front of windows and balcony and patio doors are the most effective in terms of thermal insulation. However, even these may not simply be installed by the owners. This is because a resolution of the WEG is also required for this. The reason for this is that windows are common property. On the other hand, owners can usually install internal sun protection without the consent of the WEG, unless they have to drill holes in the window frames.
