The Federal Council has approved a new heating cost regulation (HeizKV). Among other things, newly installed meters must be capable of being read remotely. Devices already installed must be retrofitted with this function or replaced by January 1, 2027. In addition, tenants will receive different billing in the future.
This must show a comparison between the current consumption and the consumption of the previous month. In addition, the statement must now also show a comparison with the corresponding month of the previous year, at least if data has been recorded for this purpose. The statement can be sent to tenants by mail, email or app and must be issued monthly from January 1, 2022.
The new regulations affect owners of owner-occupied and rented condominiums. Although the German Tenants' Association welcomes the implementation of the EU Energy Efficiency Directive in the HeizKV, it fears an increase in costs for tenants due to the costs for recording consumption.
