The "Social Housing" alliance is calling on the federal government and the states to launch a joint "social housing offensive. The state must provide a special fund of 50 billion euros for social housing by 2025 in order to achieve the goal of 400,000 social housing units by the end of the legislative period. In 2022, only 20,000 social housing units had been built.
In addition, the alliance demands, among other things, a reduction of the value-added tax from 19 to 7 percent for social housing. In addition, applications for subsidies for the construction of social housing should be processed more quickly, within four weeks. According to the Alliance, a drama is currently unfolding in the social housing market. More than 11 million tenants in Germany are entitled to social housing.
The demands of the alliance are based on data from the housing study of the Hanover Pestel Institute and the ARGE in Kiel. This was commissioned by the "Social Housing" alliance, which includes the German Tenants' Association, Caritas Behindertenhilfe und Psychiatrie, the Industriegewerkschaft Bauen-Agrar-Umwelt (IG BAU) and other alliance partners.
