The Federation of German Consumer Organizations (vzbv) is calling for more intensive financial support for low-income households in the heating transition. The vzbv criticizes the fact that the planned state funding for the replacement of outdated heating systems by the federal government is inadequate. This position is conveyed in an updated statement on the proposed amendment to the Building Energy Act (GEG).
vzbv board member Ramona Pop emphasizes the difficulties many households have in financing the purchase of environmentally friendly heating systems out of their own pockets. She argues that an effective heating transition requires fair and sufficient financial support, especially for low-income households. It proposes that up to 50 percent of the cost of a new heating system should be subsidized, depending on income. In combination with the planned basic subsidies and the climate bonus, this could fully cover the costs of heating conversions for low-income households.
Ramona Pop also emphasizes the need to strengthen tenant protection in the context of the heating transition. She is calling for tenants not to bear the brunt of the costs. Instead, the costs that can be passed on when replacing heating systems should be limited. This would include a reduction and a time limit on the modernization levy.
