Federal Minister of Justice Marco Buschmann (FDP) wants to simplify housing construction. He has presented a draft bill to this end. His aim is to simplify housing construction by relaxing certain comfort standards. The draft proposes amending building contract law accordingly.
The amendments aim to speed up the construction of housing in urban centers by reducing regulatory hurdles that slow down the construction process. They will only apply between expert companies and require all parties to be fully informed of the risks associated with the deviations. This initiative is seen as a response to the current housing shortage and rising construction costs in major German cities.
The so-called "Building Type E Act", which stands for simple and experimental construction, also enables the use of innovative construction techniques and materials that were previously restricted by legal uncertainties. The draft is part of a broader effort by the German government to achieve the construction of 400,000 homes per year - a target that has not yet been met.
