In its analysis "Incidental Housing Costs in Germany," the Institut der deutschen Wirtschaft (IWD) examines the development as well as regional differences with regard to cold and warm incidental housing costs in German cities and regions. According to figures from the Federal Statistical Office, ancillary housing costs in Germany averaged 2.70 euros per square meter per month. Of this, 1.30 euros was for cold ancillary costs and 1.40 euros for warm ancillary costs.
The analysis also shows that total warm utility costs increased by 10.54 percent in the years between 2010 and 2019. It should be noted, however, that the price trend in recent years has been downward. This is partly due to the fact that winters have become milder and fuel prices have fallen. While the average ancillary cost price in 2013 was 1.15 euros per square meter, five years later it was only 1.08 euros. If fuel prices remain constant, it can be assumed that warm ancillary costs will not rise in the future either, thanks to the modernization of buildings.
Looking at the developments in cold ancillary costs, it can be observed that the individual cost items are developing differently. While some areas of the cold ancillary costs, such as property tax or the fees for waste and wastewater, have remained relatively stable, the business-related ancillary costs have risen sharply in some municipalities since 2011. The largest increase, 35.71 percent, is in insurance costs. Building cleaning costs have also increased by 20 percent. The average price of cold utility costs per square meter per month was 79 cents in 2010 and 98 cents in 2018.
